January 1999 Meeting Minutes - Tuesday 1/5/99 7:30 PM
18 in attendance.
Previous minutes were read, accepted.
Financial Statement read, accepted.
Membership: 25 memberships for new year. 1 new owner, accepted.
For those unable to attend last night's meeting: The YDF changed the locks and codes at the clubhouse so the meeting was advertised at the MCA Hall, where the oil line to the furnace had froze so we moved the meeting to Bayside Restaurant, many thanks to the Carlows it was probably the nicest atmosphere we have ever had for any meeting I have attended, that is besides the Galvin's porch.
Special Tax - Bill H. has submitted our expansion petition along with the proposed budget to the county for legal review. Response should come today. The schedule is as follows: get petition approved (where we are now), get signed (within the coming months- must be done by Feb 28 for this year), get County Council approval. Personally, I do not feel the need to rush to get this years approval for the expansion, because I would rather see our community fund raise monies for our situation and leave our Benefit Fund to improve our property.
Social - X-mas with Santa was outside this year, Jim Harrington/YDF wanted $200 from the SCA to allow us to have the keys for access.

Susan Lanier spoke for Selby Beach and Parks about their apparent
stalemate in the purchase of the Clubhouse. The year ended and
apparently no agreement was reached. The new title search
uncovered that Mr. Boger could not follow through with his
promise of fixing his title problem because the title is still
"clouded". The property title search actually sounds
like it found out more than our first title search. We will know
more soon...
A monumental motion was passed by the SCA last
night and it is the following:
"When the Anne Arundel County Council approves our expanded
Special Benefits District and upon the first expanded
disbursement the yearly membership dues to the SCA will be phased
out the following calender year."
Upon expansion of the benefit district, the only requirement for
a property owner in Selby on the Bay to become a member of the
SCA is a signature stating that the owner wishes to be a member
and showing unilateral support for our community.
We also gave Evelyn Gingell a Certificate of Appreciation for time served as an association officer for over 40 years. We had approved the Certificate over six months ago and were waiting for a larger function for the presentation, but after thinking about it I felt that it was those people who attend the monthly meetings who understand what it really represented, so we gave it to her last night.
We tried to pass a motion to have Kathleen Elmore, an attorney for the Beach and Parks Association, come and speak about her qualifications to represent us in a legal case on the property - it never passsed because we could not determine how much we were willing to pay for such a review.
We almost passed a motion to disallow Tom Wohlgemuth from representing us in the next case. Though the motion did not pass there was much said about the general lack of confidence in Tom for this case. We apparently will be using another lawyer when the case for the Injunction on the building is filed.
We discussed some door to door fund raising for a legal fund. I feel if we can come up with a firm logical plan, we can get a few of the more prominent Selby owners to work with us in a matching goal program. We will all have to give something but it may be that the bulk of our financial goal will come from just a few. Though, if the community is going to do this we all need to have a stake in it. It will be difficult to get involvement community wide if we do not have our hearts and our wallets in this. We have taken time to take care that we do not make any rash decisions, it has made us appear slow and unreactionary, but time has also brought us some great new allies and ideas. We need money, good leadership and most of all a united front to be successful and it appears that it is all about to come together. When this is over Selby on the Bay is going to be a very different place, more so than most can imagine.
