Special Benefit District

About the Benefit District

Created in 1945 to pay for cleaning out drainage ditches, maintaining the sand roads and burning back the bush, our benefit district has been in effect for almost 60 years. Today it provides the community with finances necessary to maintain, protect and enhance our community properties.

Benefit District Administrator

The administrator of this community benefit district is the Selby Community Association. The SCA has a Board Chairman specifically for the administration of the Special Tax District. Each year the SCA Board of Directors is proposed a budget by the Special Tax Chairman, developed through meeting and discussion with residents and SCA Board members, as to fundamental needs of the community. The SCA will either accept or modify the final draft that is presented to the remainder of the community at the yearly tax meeting in January. If the budget is accepted, then it is sent to the county to be approved. Currently, each tax account is levied a rate of $25.00 per year. The money collected for the Selby on the Bay Benefit District is collected with county taxes by Anne Arundel County, separately noted on your bill.

Use of the Special Benefit funds by the Selby on the Bay Community

Monies from our Selby on the Bay Special Benefits District have been used solely by the community for the following: (mostly at the Common's Area- Beach)

Beach sand, pylons, pier replacement, sea-nettle nets, parking lot gravel, Clubhouse improvement and maintenance, Clubhouse security, legal counsel fees, property and liability insurance on all community property, new entrance sign (Selby Blvd), farm tractor (for moving sand and mowing fields), holiday decorations and refreshments for children's parties.

Expansion of the District:

The boundary of our Benefit District was recently expanded to encompass all land that can be considered Selby on the Bay. When first introduced in 1945, the benefit district was created to encompass the developed property area of Selby on the Bay. With growth over the past 60 years, it was in dire need of expansion to update the community sprawl and encompass the since developed additions to the community. The outdated district was made up of the boundaries of the original Selby on the Bay (circa 1930), which made up only about 60% of the building lots. Benefit District expansion was attempted a few times in the past but large tract owners had been able to keep expansion at a stalemate.

Petitions were mailed and volunteers canvassed door to door for over a year to get the needed 51% of the community to sign on. In an effort to make the community more user-friendly, the SCA passed changes in their By-laws to phase out membership dues when the expansion was completed. This resulted in the inclusion of all lot owners as members of the SCA.The district is now assessed by tax account and not by building lots, making the cost even less for the average property owner in Selby on the Bay. The SCA planned for the district expansion to encompass all of the property that could ever be considered Selby on the Bay in perpetuity, so that this massive task will not have to be undertaken again in the future.
